The VA has simplified the application process for recipients interested in transferring their Post-9/11 G.I. Bill benefits to their loved ones. These improvements, driven by recent IT upgrades, reduce the time and complexity associated with completing the application.

In response to user feedback, which highlighted the lengthy and difficult Transfer of Entitlement, or TOE, application process, the VA has implemented the Digital G.I. Bill, or DGIB, initiative. This effort recognizes the importance of G.I. Bill® benefits for family members and seeks to address the challenges they face.

Over the past two years, the DGIB initiative has brought significant enhancements to the Post-9/11 G.I. Bill application process. Ongoing IT updates have transformed the experience of applying on VA.gov, making it more user-friendly and efficient than ever before.

Starting from March 2023, the application process for family members looking to utilize transferred Post-9/11 G.I. Bill benefits has been overhauled. The streamlined application on VA.gov now includes several user-friendly features. TOE applicants can benefit from pre-filled sponsor details, transferee direct deposit information, a shorter and less complex application form, and improved website navigation. Applicants have expressed appreciation for the convenience provided by the pre-filled information feature.

To initiate the application process, both Veterans and their family members must confirm their eligibility. The U.S. Department of Defense determines the transferability of benefits to family members, who must then apply on VA.gov to assess their individual eligibility. It is essential during the application process to have key information readily available, such as the sponsor’s military service history, current address, contact information, and the applicant’s direct deposit details. Family members are encouraged to log in to their VA.gov accounts, verified by ID.me or Login.gov, before starting the application.
